International cooperation by Anantha K. Duraiappah

"The recent surge in environmental consciousness in the industrialized countries has come about at a time when the majority of developing countries are concentrating their efforts on increasing the rate of economic growth. While developed countries are faced with environmental problems caused by development, the developing countries are faced with environmental problems caused by the very lack of development.

Therefore, an international protocol calling for a unilateral cut in carbon dioxide emissions will be met by stiff opposition from the developing countries. It will be difficult to persuade these countries to use more expensive carbon dioxide emission free energy sources to attain economic growth, especially when the developed countries themselves used cheap carbon dioxide emission intensive fuels to attain their present level of wealth. The difference is the hierarchical rankings of the economic and environmental objectives which exists between the developed countries on one hand and the developing countries on the other hand makes the process of drawing up an international protocol on carbon dioxide emissions complex."
